would all be lost. If the suggestion goes any further, I am

therefore obliged to request that this aspect of it may be

borne in mind, and the losses of the charities made good: and

even further to ask that the original object of the enquiry

should be fulfilled by an additional charitable grant. Though

such a grant is not properly connected with any particular

source of revenue, the sequence of events in this enquiry

makes it not imporper to mention it here. I was on 3rd. Decem-

-ber 1913 asked to allow a meeting to be held at the Kwong Wa

Hospital at which a re-arrangement of the ring should be public-

-ly considered in the interests of the charities; and a promise

of at least an additional $5,000 per annum was made. With the

moral influence of the Hospital's Committee to back it, and a

public meeting at which proper stress could be laid on the

greed and want of public spirit of the present monopolists, it

is probable that a reconstruction of the ring would be possible

in a way that private competition could not affect, and the
